The unit of billing is a conversation, not a message
A conversation is a 24-hour session between your business and one customer. Once it opens, every message either side sends inside that window is free. This means a support chat with twenty back-and-forth messages costs exactly the same as a single "your order shipped" notification — one conversation fee, regardless of volume inside it.
Business-initiated vs. user-initiated
Who opens the conversation changes the price. A user-initiated conversation opens the moment a customer sends your business a message first, and it is billed at the lower service-conversation rate in most markets. A business-initiated conversation — one you open by sending a template to someone who has not just messaged you — is billed according to the template's category: utility, authentication, or marketing.
Practically, this rewards businesses that make it easy for customers to message first. A "Chat with us on WhatsApp" link on your site or receipt that opens a user-initiated conversation is consistently cheaper than running the same volume as outbound marketing templates.
Free conversations and free entry points
Meta offers a limited number of free service conversations per month per WABA, plus completely free conversations when a customer enters through a Meta-hosted click-to-chat ad or a Facebook/Instagram entry point, for a window after they click through. Fast-growing accounts should track these separately — they can meaningfully offset cost for support-heavy use cases.
What actually drives a high bill
In practice, the accounts that end up with surprising invoices are the ones running marketing campaigns to a large contact list, not the ones doing support. A support team replying to inbound questions all day, inside already-open conversations, spends very little. A team blasting a promotional template to 50,000 contacts every week pays for 50,000 marketing conversations, whether or not those contacts reply.
- Segment marketing sends to people who have engaged recently rather than blasting the full list
- Move routine updates (shipping, reminders) into the cheaper utility category where they genuinely qualify
- Encourage customers to message first through ads, QR codes, and website widgets
- Review your WABA's conversation breakdown monthly in Meta Business Manager, not just the total bill
